EPA NSPS OOOO- The rule became effective October 15, 2012.  The rule affects facilities constructed, modified or reconstructed after August 23, 2011. 

If a storage tank emits more than 6 tons of VOC per year from a crude oil, condensate and produced water storage tank, the new oil and gas NSPS OOOO rules require you to control emissions by 95%. 

The two control methods are flare or vapor recovery.
